ARTBA: Calls for Including Infrastructure in Stimulus Bill
As Congress works on Phase 3 economic stimulus bill in response to the outbreak, there are calls to include a major transportation infrastructure plan as part of the package. The ARTBA-led Transportation Construction Coalition sent this letter to Congress yesterday highlighting the short-term and long-term impacts of infrastructure investment on the U.S. economy.
The Industry is asked to contact their senators and representative to urge them to include a multi-year surface transportation investment package in the final measure. Visit ARTBA’s Grassroots Action Center to help in this effort.

ARTBA: How COVID-19 is Impacting U.S. Construction
WTBA participated in a conference call with other state construction associations to discuss how the outbreak is impacting their programs. Some gathered reports we do NOT want to see replicated in Wisconsin:
-
- Pennsylvania has shut down all state DOT and turnpike projects (although industry and state officials are in discussions about a possible restart).
- All construction projects in the cities of Boston and Cambridge have been shut down for at least two weeks.
- California is experiencing some issues with payments and testing, and some supply chain issues may be emerging.

Construction Industry Collaborates on COVID-19 Response Plan for Field Operations
It is critical that the transportation construction industry exercises best practices on jobsites to prevent the spread of COVID-19 in Wisconsin.
WTBA has worked with industry partners to develop a COVID-19 Response Plan for Field Operations to protect workers and ensure that our industry can continue delivering infrastructure for Wisconsin citizens and businesses during this public health crisis. This plan outlines important jobsite communication, sanitation, health screening and other measures that should be considered in the workplace to mitigate the impacts of COVID-19.

Video: Every One of Us Is Needed to Make a Change
WTBA has been working with other transportation construction industry partners to provide essential infrastructure to Wisconsin during this COVID-19 outbreak. We want to make sure safety is a top priority as our members work to keep transportation corridors open for commerce, supplies and food, and first responders.
Today, WTBA and its partners released an instructional video for workers and businesses to educate the industry on basic safety measures for construction projects. While specific guidelines may vary based on the particular needs of a project site or a construction business, the guidelines in the video are a starting point for everyone.

WTBA: Members Step Up to Help on N95 Mask Request
We have heard from several WTBA members in response to the request for donations of NIOSH 95 respiratory masks to local medical centers given shortages during the outbreak. Vice President Mike Pence on Tuesday, March 17th sought help from the construction industry for donations of unused, packaged N95 masks to their local hospitals and to hold off on placing new orders. Thank you for supporting frontline medical workers during this emergency! WTBA Executive Director Pat Goss was interviewed yesterday about industry efforts to help on TDA’s On the Go podcast. WTBA: Industry Issues Best Practices for Jobsites
Construction industry management and labor have worked together to develop best practices to keep job sites clean and safe so that work can continue unimpeded during the COVID-19 outbreak. The mitigation strategies are derived from Centers for Disease Control (CDC) and OSHA workplace recommendations and are being implemented at job sites throughout the state.
